Rear Brake Locks Up On Command

i think my rear tire is too old/hard for this bike it's a dunlop K177 touring.
the rear brake locks up very easly so with what i know about braking force, it's as only as good as the traction you have.
what i've read on here the rear brake does suck but this thing locks up with minimal effort.
